More coverage as California continues their attempt to manage the hepatitis A outbreak Sin ce the Southern California h epatitis A outbreak, which tore through the homeless community last fall, 16 portable restrooms have been placed throughout San Diego, most of them rented by the county. Although the restrooms cost from $86 to $221 per month, th e county has spent over $500,000 on security, and some wonder if this money could be better spent. As small business owner Michael McConnell, who also advocates for the homeless puts it, "Any time you spend money managing an issue, you take money away from solving the issue. There's no plan. There's no strategy. That's how we end up willy - nilly throwing our money around." Guards watch the toilets 24/7, most of them making $13 an hour. One security guard reported that halfway through his eight - hour shift onl y four people used the restroom and none of them were homeless.
