The first recognition and congratulations to the new PSA came from Maurice Hubert Stans, the US Secretary of Commerce from 1969 to 1972: "As nationwide concern for environmental health grows, improved portable sanitation facilities will be needed. Your association will have the opportunity to help solve such environmental problems and to provide a voice for the many sanitation operators located throughout the United States. Best wishes for continuing progress." For 50 years, the PSAI has continued to uphold this charge from the Secretary of Commerce. PSA Board Meeting—May 22, 1971 A few weeks after the Chartering Congress, the PSA's newly elected Board met in Chicago to continue the work they had begun. Among the highlights from this early Board meeting were the following actions: • The Board approved Executives Consultants, Inc (ECI) formal proposal to become the management company of the PSA. • The group decided to recognize a smaller group known as the "Executive Board." That committee was to consist of five Board members. In addition to President Juster, Vice-President Freedman, Treasurer Phillips, Al Hilde and Clarence Henk were elected to the Executive Board. • Just as we do today, the Board read and discussed surveys from the Chartering Congress. Undoubtedly this information guided their planning for the next event. • The Board established the following priorities: 1. Membership Campaign 2. Trade Show and Annual Meeting 3. New Occupational Health and Safety Act 4. Design of a PSA Logo or Seal "PSA News & Views"—May 1971 Shortly after the May 22 Board meeting, ECI produced a newsletter that summarized the Board's activities and introduced ECI's company to the PSA membership. One of their stated goals was to "be continually alert about Government Affairs as they increasingly affect business— especially the portable sanitation business." The newsletter indicated that ECI in 1971 was headed by William Dalton, Chairman, and Alfred B. LaGrasse, President. They offered a staff of 30 to assist as needed in their nearby office in McLean, Virginia. Maurice Hubert Stans Stans was born in 1908 in Shakopee, Minnesota, near the home of present- day Biffs Inc. and just miles from the PSAI headquarters in Bloomington, Minnesota. He was valedictorian of Shakopee High School's graduating class of 1925. Nine months after recognizing the PSA, Stans resigned as Secretary of Commerce to take over the Committee to Re-Elect President Nixon. He became embroiled in the Watergate scandal and eventually pled guilty to several charges related to it. Maurice Hubert Stans
