Records indicate "nearly one hundred" portable restroom professionals were there, and almost immediately, this new association began to discuss, share, learn, and thereby begin to establish the standards for our new industry. One interesting note is that after the first afternoon of speakers and dinner, organizers held a "Bonus Clinic" from 7:00pm–11:00pm. In this session, "smaller groups met together to discuss industry matters" (in rotating sequence). This was the birth of the PSAI's trademark offerings: our roundtable discussions, which are still among the most popular things we offer at our events. On Saturday morning, after a buffet breakfast, the First Annual Business Meeting commenced at 9:00 am. The official record states: "Members came to the Session with strong convictions as to what their association should be. The result was a spirited debate on the Proposed Bylaws and Code of Ethics. After the necessary compromises were made, a Code of Ethics and Bylaws were ratified." These Charter Members of the PSA were aware of the magnitude of their decisions in setting the course for the future of our industry. They were not eager to "rubber stamp" any recommendation without discussion. After these important organizational documents were finalized and approved, the Board of Directors was elected. The First Board of Directors included: • President—Irvin Juster, Duane Rentals, Inc., Schenectady, New York • Vice-President—Stanford Freedman, Able Builders Sanitation, Miami, Florida • Treasurer—Frank Phillips, Jiffie Jonnie, Doraville, Georgia • Secretary—Open pending survey concerning cost. ECI will handle in interim. • Al Hilde—Satellite, Minneapolis, Minnesota • Earl Braxton—Porta John, Utica, Michigan • Clarence Henk—Monogram Sanitation Systems, Chicago, Illinois • Paul Levine—Portable Toilets, Inc., Huntingdon Valley, Pennsylvania • Robert Churchill—Churchills, Roanoke, Virginia • James Consolo—Diamond Sani, Brooklyn Heights, Ohio Seated left to right: Clarence Henk, Earl Braxton, Al Hilde, and Frank Phillips. The final speaker of the Congress was Mr. E.L. Newman, Director of the Office of Compliance for the Occupational Safety and Health Administration (OSHA). This new department within the Department of Labor launched April 28, 1971, after President Nixon signed the Occupational Health and Safety Act into law. On Saturday, May 1st, OSHA was literally three days old when the PSA received this presentation. It is amazing to think that the PSA heard one of the first OSHA presentations ever given!
