The next order of business in those minutes states that "a 'chartering meeting' will be held on April 30–May 1, 1971 whereby members can change or ratify any actions taken today [January 29th]." Then, "Chairman Juster appointed Membership Co-Chairmen: • Robert Churchill, Churchills, Roanoke, VA • Frank Van Balen, Virginia Fiberglass Products, Roanoke, VA "Both are closest to the Washington Headquarters of PSA and represent both Operators and Suppliers." Membership status was recommended for groups falling into two categories: • "Active Members (voting)—A firm which rents and services portable sanitation facilities, herein described as an 'Operator.' No limitations on size are recommended as part of this criteria." • "Associate Members"—A Supplier of the Industry (non-voting)." As with any professional organization, dues are necessary to fund the association's mission and activities. The suggested dues structure at that very first meeting was as follows: • "Active Members—$100 Initiation Fee. Annual Dues to be at a minimum of $75.00 with a graduated schedule based on either number of units owned or total gross volume. The Membership Committee is to make specific recommendations. • Associate Members—No Initiation Fee. Annual Dues $250." In today's dollars, operators paid an "Initiation Fee" of $643 and yearly "Membership" was a minimum of $482.36. Associate members paid $1,607.86. For a brand new association, the early PSA members definitely supported the concept and the mission as they had no real benefits to take advantage of at the time. FACT: The PSA founders did agree on the "number of units owned" as the basis for annual dues. This was in place until 2013 when the PSAI adopted its first tiered membership plan.
