When interacting with contractors and inspectors, it is common for a portable restroom operator (PRO) to feel caught off guard when suddenly told of a requirement that they haven't previously encountered. A customer's adamant requests that the PRO provide containment pans or that they stake all units down "because EPA requires it," can throw an operator off their game if s/he has not been instructed to do so "by requirement" in the past. Red flags will rise and the PRO will oftentimes turn to the PSAI with concern. These "new rules" tend to come from a customer's knowledge of the Environmental Protection Agency (EPA) requirements – or lack there of. EPA requirements are commonly misconstrued for a few reasons. The victory came at a time of low morale in the country. Washington had been invaded and burned by the British. Battles had been waged and lost. People went about their daily lives, but they had all but given up hope the US could be successful against Britain – an enemy they'd been fighting off and on for decades. Then, Perry – with a less than perfect fleet and less than stellar sailors – went out and did something.
