Positioning Your Company to Provide Portable Sanitation Through FEMA.
Portable sanitation companies interested in serving as a resource during local
or large-scale emergencies are advised to make the acquaintance of local
planners. During disasters, FEMA and all other federal agencies adhere to the
Federal Acquisition Regulations (FAR) Part 18—Emergency Acquisitions, FAR
Subpart 26.2—Disaster or Emergency Assistance Activities (see https://www.
acquisition.gov/far/html/Subpart%2018_2.html), and the Robert T. Stafford
Act, Section 307 (see https://legcounsel.house.gov/Comps/Robert%20
T.%20Stafford%20Disaster%20Relief%20And%20Emergency%20
Assistance%20Act.pdf).
Acquisition !exibilities used during disasters are speci"c techniques or
procedures that may be used to streamline the standard acquisition process.
Additional !exibilities may be authorized in an executive agency supplement
to the FAR. Acquisition !exibilities include:
• Utilizing local sources
• Utilizing disaster support tools
• Utilizing Government Wide Acquisition Contracts (GWACs)
• GSA schedules
• Strategic sourcing contracts
• Multi-agency Blanket Purchase Agreements (BPAs)
• Multi-agency Inde"nite Delivery/Inde"nite Quantity Contracts (IDIQs)
In order to be ready to assist FEMA if and when the time comes, and also
to position your company for other government contracts should you be
interested in obtaining them, you should:
• Register your business with the System for Award Management (SAM) at
www.sam.gov. SAM is combining federal procurement systems and the
Catalog of Federal Domestic Assistance into one new system. Of"cial
Federal Government registration is processed within SAM. Questions
regarding the registration process can be obtained from the Federal
SAM Service Desk at 866-606-8220.
• Submit a completed FEMA Pro"le to the Industry Liaison Support Center.
To obtain a Vendor Pro"le Form, you may visit www.fema.gov/library/
viewRecord.do?id=6679 or request a form via email at FEMA-Industry@
fema.dhs.gov. The Vendor Pro"le Form can serve as supplemental market
research for FEMA. Information supplied should not be proprietary or
sensitive in nature. However, you should be speci"c about how your
products and/or services can support FEMA's mission.
It is important to note that submission of the vendor pro"le does not place
you on a preferred list of vendors to be considered for procurements. FEMA
does not maintain such a list. The form is used to assist in secondary market
research, and it is voluntary.
Also, be aware that FEMA does not charge for information or submissions.
Beware of third-party scams.
