California Trucking Law Update

Recently the PSAI ran an article in Association Insight
about changes to a California law concerning trucks that
could affect PSAI Members. On November 16, 2016 we reported that drivers of vehicles equipped with tanks
having a total capacity of 1,000 gallons (waste + fresh water tanks) or more, regardless of vehicle weight, are now
required to possess a CDL license with a tank endorsement. The law was passed in 2014; enforcement began in
2016. The new law was not widely publicized, nor to our understanding, was it communicated to law enforcement
officers until just recently. As a result, certain driving jobs in California that previously did not require a CDL now
do require a CDL.
After the article ran, we heard from companies doing business in California. Some have had experience with
enforcement of this law, and some have not. For those in direct enforcement situations, the law and its
implications have already had a very real impact on their business. Operators who have not experienced
enforcement have sometimes questioned whether the PSAI's information is correct. These company leaders tell us
their drivers go through California scales daily without questions concerning the size of their tank or credentials of
the driver. For them the PSAI's story seems like much ado about nothing.

2016 Small Business Report
The US Small Business Administration (SBA) defines any company
with gross receipts of $7.5 million annually or less as a "small
business" in our industry.
The nonprofit Service Corps of Retired Executives (SCORE)
works with the SBA to assist entrepreneurs in building
successful businesses, and each year SCORE produces a report
about the state of the small business environment. While
SCORE's report covers all US enterprises that qualify as small
businesses, it contains some interesting data for portable
sanitation. In order to keep us all from the tedium of reading a
lengthy report, SCORE has published some highlights as an
infographic.
