The latter will help the new Association in growth and development and will arrange for its Chartering Meeting in the Nation's Capital on April 30–May 1 of this year." Looking back on these words with 50 years of hindsight, it is interesting to see how Irvin Juster's statements regarding the goals and objectives of the PSAI remain true and intact. We should take pride in this particular aspect of our history. Second Organizational Meeting On March 25–26, 1971, the founders held a second meeting of the PSA Organizing Committee in Washington, DC. Minutes from this gathering reveal the group was getting down to business. In an area called "fiscal affairs," they recorded, among other activities: • The first PSA Articles of Incorporation were read and approved. • The organization's first Constitution and Bylaws as well as a draft Code of Ethics was being prepared for the Chartering Congress meeting to be held a little over a month later. • The PSA already had "27 active and 2 associate" members. • The fiscal year of the PSA would extend from July 1 to June 30, inclusive. The group was also busy planning its first Chartering Congress and Annual Meeting. The purpose of the gathering planned for April 29–May 1 in Washington, DC was to formally establish the PSA in the eyes of the world. The founders developed a program agenda for both days of the event. The minutes note they, "Voted to have no displays or exhibits this year and no commercialism by suppliers." The records do not indicate why this stance was taken, but it probably made sense on several levels not to rush planning the first trade show. That would come later in 1971. Dues are always a hot topic in any association, regardless of how long it has been around. Discussion of the founders around dues at the beginning of our organization's history centered around a structure that was then quite common in the association world: tying the amount paid to the size of a company's operation (as shown at left). Initial Dues The organizing committee recommended dues for two classes of members: active members and associate members.
