While all of these things concern operators, it is clear that the lack of access to disposal sites, increasing costs and travel distances are the biggest reasons for their anxiety about this essential aspect of their business. Some are concerned that companies will be drawn into substandard or unacceptable methods of disposal as described in these comments: "Too many companies [are] finding the "cheaper" unenvironmental way [of disposing] because of costs …" "[I'm thinking about] whether other competing companies are following the rules." "With limitations and increase[d] costs, I feel people are going to find 'interesting' ways to get rid of waste. Ways that are not environmentally responsible." Meanwhile, some operators observe that treatment plant personnel are not always knowledgeable about our industry and contribute to the problem due to their misunderstanding. "…POTW is not prepared to receive all the organic waste that we collect." "Plant operators need to be educated about the benefits of accepting sludge waste. Many think it will 'ruin' their plants." "[The introduction of limitations on us] due to human perception vs actual fact." "Municipal operators refusing portable [restroom] waste for beliefs not based on science…it is easier to refuse waste than work to find a solution."
